This appears to be a CENOTAPH.

Ezekiel Starr, a member of the Cherokee Delegation to Washington, DC, is buried in the Congressional Cemetery there. It was not identified as a cenotaph in the survey, but indications are that it is indeed such. Cross-reference: See FAG Memorial # 9452172

Plot number is a match to the map in canvass and survey published in "Our People And Where They Rest," James W. Tyner, Maxine H. Tyner and Alice Tyner Timmons, American Indian Institute, University of Oklahoma, Norman, OK. 1978, Vol. X, pp. 12-14 (Library of Congress No. QE99-C5-T97)
