Arthur was born in Mincy, Taney County, Missouri. He married Ivy Melinda Cardwell. To this union seven children were born: Elmer Grant (1908-1992), Homer Douglas (1913-1915), Eula Fay (1913-1915), John Lloyd (1916-1998), Clifford Allen (1918-2006), Aimee Myrtle (1921-1984), Naomi Gertrude (1924-2006).

He was the son of William Wesley and Belzora Dora Stoup Brown.
