A resourceful man, Heald had founded a number of small businesses, had helped finance the first street railway in the city, was active in the Republican Party and a staunch Unionist during the Civil war, owned considerable real estate along the developing Christiana River waterfront, had organized the First National Bank of Wilmington and had donated heavily to the organization and building of the Wilmington Institute Free Library.
Heald was given the task of raising the needed capital for the railroad project and of obtaining a charter from the Delaware Legislature. Between 1867 and 1871, Heald had raised $250,000 much of it obtained in the Hockessin valley by selling stock to farmers and merchants. On Feb. 5, 1867, the Delaware and Chester County Railroad was incorporated, the name changing shortly to the Wilmington and Western Railroad Co.
