Bernard Emmet Otis, 68, of 620 W. Second St. died Tuesday at Veterans Administration Medical Center, Syracuse. A native of New Rochelle, Mr. Otis also lived in Oswego and resided most of his life in Fulton. He retired in 1983 as a carpenter and was a member of Local 12 of the Carpenters Union. His wife, Anne, died in 1977. Mr. Otis was a communicant of St. Michael's Church and a charter member of the Rev. Harold J. Flynn Division of the Ancient Order of Hibernians. Mr. Otis also served on the national board of directors of the Ancient Order of Hibernians. He was a longtime member of the city of Fulton Democratic Committee and served on the Oswego County Liquor Board. He was voting machine custodian for the city of Fulton. An Army Air Corps veteran of World War II, Mr. Otis was a member of the Hannibal Post, American Legion, and the Fulton Post, Veterans of Foreign Wars. Surviving are a daughter, Colleen Otis of Guilford, Conn.; a son, Michael of Fulton; two sisters, Elizabeth Otis and Patricia Hanley, both of Oswego; a brother, John of Fort Lauderdale, Fla.; and several nieces, nephews and cousins. Services will be at 8:30 a.m. Friday at Young & Son Funeral Home and 9 a.m. in St. Michael's Church. Burial will be in St. Mary's Cemetery.
