Lowell was born May 23, 1938 in the small southern Utah town of Hurricane. He was the youngest of four children. His parents were Thomas Irving Isom and Eugenia Walker McAllister.
Although Lowell never married or had children, he had three nephews and five nieces who adored him, as well as sixteen great-nieces and great-nephews and eighteen great-great-nieces and great-great-nephews.
Lowell attended the University of Utah, where he graduated Cum Laude with a bachelor's in Psychology and a Masters in Social Work.
Lowell spent his lengthy social work career working tirelessly to protect those who couldn't protect themselves. He worked for the State of Utah in various social work capacities, working first with children and later with seniors.
As a supervisor of Child Protective services he expanded his department from a staff of four to a staff of sixteen and developed a sophisticated media campaign to raise public awareness of child abuse and neglect.
His extensive efforts for the children resulted in his acceptance into the publication "Who's Who in the West." Lowell was a talented photographer. He loved classical music, reading mysteries, and traveling.
Lowell is preceded in death by his parents; his brother, Mac; and sister, Opal. He is survived by his sister, Dolores (Kent) Olds.
"Runca Rowe, you left the world a better place than you found it, fo' sho', and we'll miss you. Don't do anything you can't do while riding a bike!"
Graveside services will be held at 11:00 a.m. on Monday April 14, 2014 at Wasatch Lawn Memorial Park, 3401 South Highland Drive (1495 East).
