The son of Grant Balding and Fanny Bunting, Paul graduated from Illinois State University in Normal with a bachelor of arts degree. He received his law degree from Washburn University in Topeka, Kansas.

He married Margaret Laux in Pittsfield, Pike County, Illinois in 1937. She was a registered nurse, and they were the parents of 1 child.

Paul served in the United States Navy during World War II.

He practiced law in Staunton, Macoupin County, Illinois for 35 years before his retirement. He was dean of the Macoupin County Bar Association and was a member of the Illinois Bar Association.

He was a member of the Veterans of Foreign Wars Post in Staunton.

Paul's wife, Margaret, passed away in 1993.

He died the following year at Greenwood Manor Nursing Home at the age of 82 years and 2 months.

He was survived by 1 son; 3 grandchildren; 3 great-grandchildren; and 1 sister-in-law, Blen Laux of Grafton, Illinois.

In addition to his wife, Paul was preceded in death by his mother and father; 2 brothers; and 1 sister.

No visitation was held. Funeral services were performed graveside at 1 p.m. on the afternoon of 11 Oct 1994. Gubser Funeral Home in Jerseyville, Illinois was in charge of arrangements.

The family requested that memorials, if desired, be made to the Grafton Senior Citizens Center.

Paul was buried next to his wife, Margaret.
