Samuel E. Etter was born in Pennsylvania, probably in or around Lancaster. He was raised by his father and step-mother, Maria Magdalena. The family moved to Wythe County, Va. where he grew up.
Samuel E. married Rosanna (maiden name unknown) and they had five children while living in Wythe County. Their third child, Mary Magdalena, is not found on the 1810 cencus records and is presumed to have died prior to that date. James, the forth child, was not living with the family in Anderson County, Tn. on the 1830 cencus records and his fate is unknown.
Samuel E. and Rosannah and their seven remaining children moved to Miller County, Mo. soon after 1830. he had a "still" east of Mt. Pleasant in 1833. In 1836 he obtained a "land patent" from the federal government for land in Miller County. During the next several years he bought and additional 270 acres of land, plus several lots in the town of Mt. Pleasant.
