Captain John J. Devlin served during the Civil War in Company E, 69th Pennsylvania Infantry. Devlin was wounded and captured at New Market Cross Roads, Va., June 30, 1862; wounded at Antietam, Md., September 17, 1862; promoted to 2d Lieut., April 10, 1863; to 1st Lieut., June 5, 1863 and discharged November 7. 1864. He would later rejoin Co.E, 69th PVI as a Private; promoted to Sergeant, February 1, 1865; to Captain, May 17, 1865; mustered out with Company, July 1, 1865.

John J. Devlin was an Alderman for the 17th Ward in the City of Philadelphia before the war. He died of consumption.
