U.S. Congressman. He attended Dickinson Seminary, studied law, was admitted to the bar in 1866, and proceeded to practice law in Williamsport, Pennsylvania. After being successful in community politics, he was elected as a Republican to the Fiftieth and Fifty-first Congresses and served from 1887 to 1891. After leaving Congress, he was elected president of the Williamsport & North Branch Railroad in 1892 and served as the Pennsylvania State Attorney General (1895 to 1899).
