U.S. Congressman. Born in Cherry Flats, Pennsylvania, he attended Wellsboro Academy, Alfred University, studied law, admitted to the bar in 1860 and commenced to practice law in Wellsboro, Pennsylvania. He was a member of the convention to revise the constitution of Pennsylvania, in 1873. In 1883, he was elected as a Democrat to the Forty-eighth Congress, serving until 1885. An unsuccessful candidate for reelection, he was general solicitor for the Standard Oil Company in New York City and practiced law until his death at age 80 in Mansfield, Pennsylvania.
