U.S. Congressman. After receiving an academic education, he studied law, was admitted to the bar, practiced law in Wellsboro, Pennsylvania and held several local offices. He was a member of the Pennsylvania State Senate, (1863 to 1865) and elected as a Republican to the Thirty-ninth and Fortieth Congresses, serving (1865 to 1869). After leaving Congress, he was appointed judge of the fourth judicial district of Pennsylvania, serving (1871 to 1881) and appointed associate justice of the Supreme Court of the Territory of New Mexico by President Arthur, in 1884. He again served as president judge of the fourth judicial district of Pennsylvania, (1887 to 1889). Retiring from the bench, he resumed the practice of law until his death.
