He was educated in the Spanish Fork schools and has lived all of his life in Spanish Fork. Be owned and operated O'Brien Salvage for some 30 years. He also owned the O'Brien Trailer Court in Spanish Fork. After his retirement he and his wife have enjoyed traveling.
Frank has been very active in civic circles and the Spanish Fork Senior Citizens. He served as a member of the Spanish Fork City Council and an initial member of the industrial committee. He was one of the first severs on the Spanish Fork Volunteer Ambulance Service. Perhaps his most visible contribution to the community and others are the more than a dozen flag poles that he donated and constructed for senior citizens centers and churches. Frank served in the U.S. Army during World War II and was a member of the Spanish Fork American Legion Post.
He was a member of the L.D.S. Church and at the time of his death was a High Priest in the Spanish Fork 1st Ward. Frank and his wife Evelyn planted and too care of the flower beds at the ward chapel.
