Son of Right Reverend Frederick Augustus Hervey, 4th Earl of Bristol, and Elizabeth Davers. He was baptised on 29 January 1757 at Horningsheath, Suffolk, England. He married Elizabeth Drummond, daughter of Colin Drummond, on October 4, 1779 in Quebec, Canada. He served as envoy extraordinary to the Grand Duke of Tuscany and in 1791 was promoted to Minister Plenipotentiary of Florence, Italy. He spent his leisure time at his home in Valintine in Hertfordshire.

He died on January 10, 1796 at age 39, without male heirs. He was the father of Elizabeth Catherine Caroline Hervey, later the Honourable Mrs Charles Rose Ellis. He died aboard the ship he commanded, "The Zealous" and was buried on September 26, 1796 at Ickworth, Suffolk, England.

He became Lord Hervey for the period between 1779 and 1796 and He gained the rank of Captain in 1780 in the service of the Royal Navy. He served as Ambassador to Florence between 1787 and 1794.
