Death of Clerk Huggins, of the City Hall Commission.

Charles E. Huggins, who died last Friday and was buried Sunday from the residence of his brother, A. T. Huggins, No. 44 South third street, was connected with the firm of Fleischner, Mayer & Co. and was also clerk of the city hall commission. He had not been in good health for many months. Last Tuesday he was taken down with pneumonia, and sank rapidly. Mr. Huggins was born in Glasgow, Scotland, in 1848. He enlisted in the British navy as midshipman when 14 years old and left the service at 19. In 1874 he came to the United States and for a long time was in the construction department of the supervising architect at Washington and was employed on public buildings at San Francisco, Boston and Baltimore. He was an excellent judge of building material and construction and was of valuable assistance to the city hall commission in the examination of the foundation of the new city hall. Five years ago he came to Portland and worked for Fleischner, Mayer & Co. the greater part of that time up to his death.
