A RESOLUTION adjourning the House of Representatives in loving memory and honor of Eugene P. Stuart.
With deepest respect and admiration, we pay homage and tribute to Eugene P. Stuart, our friend and colleague, and we pause in silent reverence for his soul.
WHEREAS, Eugene P. Stuart was born on October 20, 1927, a native of Louisville, Jefferson County, Kentucky, and he traversed these earthly bounds on January 27, 2002; and
WHEREAS, Eugene P. Stuart was the loving son of the late Eugene G. Stuart and Mary Belle Page Stuart, he was the devoted husband of Mary Owen Dannenhold Stuart, and he was the adored father of a son and daughter-in-law, E. Page Stuart and his wife, Melissa Stuart; and
WHEREAS, Eugene P. Stuart graduated from the Kentucky Military Institute and the University of Louisville, after which time he was president of the University of Louisville Associates and a member of the University of Louisville Board of Overseers, and where he was known for his passionate support and dedication to University of Louisville basketball; and
WHEREAS, Eugene P. Stuart was a civic-minded individual and an esteemed member of the Jefferson County community where he was named Young Man of the Year of Louisville and Jefferson County in 1963, he was the previous owner of Stuart Insurance Agency, he was former president of the Louisville Junior Chamber of Commerce, and former director and president of the Louisville Chamber of Commerce; he was past president of the United Cerebral Palsy of Greater Louisville, past president of the Louisville Jaycee Club, past vice president of the Kentucky Sports Hall of Fame, and former vice president and founding member of the Louisville Zoological Commission; and he was a former member of the Hunting Creek Country Club, and an avid boater; and
WHEREAS, Eugene P. Stuart was a dedicated public servant who served his constituents from the Forty-eighth Representative District with pride from 1964 through 1972, where he served as House Minority Whip during the 1970 session and House Minority Caucus Chairman during the 1972 session; and he represented the Thirty-sixth Senatorial District from 1974 through 1990, where he served as Senate Minority Leader and Minority Whip, but he will best be remembered for his encouragement of bipartisanship in the Senate where Democrats outnumbered Republicans, and this true gentleman's voice bridged differences between the two parties, a rare and honorable trait; and he also will be fondly remembered as the founder of the annual Gene Stuart St. Patrick's Day Party, which was always a nonpartisan fellowship among General Assembly members, with the tradition continuing to this day; and
WHEREAS, Eugene P. Stuart served his country with honor in the United States Navy during World War II, and he was a devout member of Calvary Episcopal Church in Louisville where his funeral services will be held on January 30, 2002; and
WHEREAS, the passing of Eugene P. Stuart has left a void that cannot be filled, and he is mourned across the length and breadth of the Commonwealth;
NOW, THEREFORE,
Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:
Section 1. The House of Representatives does hereby express its utter sense of bereavement upon the passing of Eugene P. Stuart, and extends to his family and many friends its most profound and deepest sympathy.
Section 2. The passion, dedication, intelligence, and social consciousness Eugene P. Stuart brought to this Commonwealth will never be forgotten.
Section 3. When the House of Representatives adjourns this day, it does so in loving memory and honor of Eugene P. Stuart.

Eugene P. Stuart (1927–2002)[1] was a Republican and a longtime member of the Kentucky General Assembly. He was the Republican nominee for Lieutenant Governor of Kentucky on a ticket headed by Jim Bunning in 1983.

Stuart represented the eastern Louisville suburbs of Jefferson County, Kentucky in the Kentucky General Assembly for a total of 26 years, serving in both the Kentucky House of Representatives and the Kentucky Senate.[2] In 1983 Stuart was the Republican nominee for Lieutenant Governor of Kentucky. The Republican ticket that year was headed by Jim Bunning who later was elected to the United States House of Representatives and then the United States Senate. In 1983 both Bunning and Stuart lost to their Democratic opponents. Stuart won 321,352 votes (35.8%) in the general election to 568,869 (63.4%) for Steve Beshear. Beshear carried Stuart's home base of Jefferson County with 116,222 votes there (58.7%) to Stuart's 80,795 (40.1%).
Stuart remained in the state legislature after his statewide defeat and eventually became Minority Leader in the Kentucky Senate. In 1990 he was defeated for re-election by Democrat Susan D. Johns. In his last race, Stuart won 20,747 votes (48%) to Johns' 22,416 (52%).
Stuart never again sought public office after his 1990 defeat.
