U.S. Congressman. Born the son of U.S. Congressman John Kerr Sr. he completed academic studies, studied law, was admitted to the bar and commenced to practice law in Yanceyville, North Carolina. He was a trustee of Wake Forest College, North Carolina, (1844 to 1856) and of the University of North Carolina, at Chapel Hill, (1846 to 1868). In 1853, he was elected as a Whig to the Thirty-third Congress, serving until 1855. An unsuccessful candidate for reelection, he served as a member of the North Carolina State House of Representatives, (1858, 1860) and a judge of the Supreme Court of North Carolina, (1862 to 1863), during the Civil War. After the war, he was again a judge of the Supreme Court of North Carolina, from 1874, until his death.
