Mrs. Phelps was born Dec. 1, 1904, in Bethel Township of McDonough County, a daughter of Rile F. and Nellie Toland Allton. She married Charles David Phelps April 2, 1930. He passed away July 7, 1966.
Mrs. Phelps graduated from Plymouth High School and attended the Western Illinois Teachers College in Macomb for a year. She was a longtime member of the Plymouth United Methodist Church; a 50-year member of Chapter 38 of the Order of Eastern Star; Queen Esther White Shrine of Macomb; Plymouth Women's Research Forum; St. Mary Home Extension Unit; and the Willing Workers Club.
Survivors include three sons, three daughters, a daughter-in-law, 17 grandchildren, and three great-grandchildren.
She was preceded in death by a son, William; and a grandson, Samuel David.
Visitation was held at the Hamilton Funeral Home on Friday evening. Services were conducted Saturday morning at the Plymouth United Methodist Church, conducted by Rev. Arnold DeZutter. Burial was in Scotts Cemetery near Plymouth.
Memorials were to Scotts Cemetery and the Plymouth United Methodist Church.
