NORFOLK - Charles M. Earley, 83, longtime Norfolk civic leader and administrator of the Lydia Roper Home, died Sunday night in his home at 203 Carlisle Way.

Earley was president of Norfolk Life Underwriters Association and was president of the Wesleymen. He was chairman of the administrative board of Epworth United Methodist Church, the Norfolk United Preaching Mission, and the board of review of the Tidewater Council of the Boy Scouts of America.

He was past master of the Gatesville, N.C., Masonic Lodge and past master of Ruth Masonic Lodge 89. He was a member of Kiwanis International, Scottish Rite Bodies of Norfolk, Epworth United Methodist Church, and the board of directors of the Norfolk Central YMCA.

Survivors include his wife, Mrs. Blanche Saunders Earley; a daughter, Mrs. Edla Earley Tranka of Basel, Switzerland; a son, Dr. Charles M. Earley Jr. of Virginia Beach; three sisters, Mrs. Alene Earley Neville of Enfield, N.C., Mrs. Emma Earley Parker of Woodland, N.C., and Mrs. Jeanette Earley Smith Jr. of Moultrie, Ga.; and four brothers, J. Haywood Earley of Chesapeake, Lawrence Earley and Willard P. Earley of Ahoskie, N.C., and Arthur E. Earley of Cleveland.

Hollomon-Brown Funeral Home, Tidewater Drive Chapel, is in charge of arrangements.

A funeral will be held Wednesday at 3 p.m. in Epworth United Methodist Church by Bishop Kenneth L. Goodson, Dr. Frances L. Garrett, and Dr. P. Orman Bryant. Burial will be in Forest Lawn Cemetery.
