William L. Cassels, 89, died Sunday at Palatka Health Care Center following a long illness.
He was born in Forsyth, Ga. He was raised in Florida and graduated from Mellon High School in Palatka in 1922, where his father, William Henry Cassels, was city superintendent of schools. He attended the University of Florida in Gainesville, working alternate years to pay for his education through employment with the United Fruit Company in South America, the Coastline Railroad and the Putnam County engineer. Following graduation with a bachelor of science degree in civil engineering in 1931, he was employed by the Army Corps of Engineers, where he contributed to the planning and construction of projects such as the Miami Ship Channel, the Atlantic Gulf Ship Canal, the St. Lucie lock and a hydrographic survey near Fort Lauderdale. He was also the inspector for the construction of the Mississippi River lock and dams at Winfield and Clarksville, Mo., and participated in St. Lawrence Seaway study and the World War II effort to chip construction materials overseas. In 1945 he was transferred to the Chief of Engineers Office in Washington, D.C., where he oversaw the standardization of federal construction contract specifications, an effort which saved millions of dollars. He retired from the corps in 1971 after 40 years of service. He returned to this area 10 years ago, moving to San Mateo from Washington, D.C. Some of his fondest memories were: his experience as a youth in Palatka where he was active in sports, was captain of the high school football team, was baptized at First Baptist Church, worked at the block mill, and explored the St. Johns River. He devoted himself to his family.
He is survived by his wife of 52 years, Marie LaValley Cassels of San Mateo; a daughter, Patricia Ross of Winston-Salem, N.C.; three sons, James Lawson Cassels of Georgetown, Calif., William Arthur Cassels of Boston, Mass., and David Edwin Cassels, of Winston-Salem, N.C.; a sister, Mary Christine Greene of Welaka; and seven grandchildren.
A memorial service is 10 a.m. Thursday at First Presbyterian Church in Palatka with the Rev. Steve Heinzel-Nelson officiating. Private burial will be in Plant City.
