Fredora P. Lay

Funeral services were held for Fredora P. Lay, 71. She died January 22. Mrs. Lay, a long time London attorney, was the first woman in the 27th Judicial District to be admitted to the bar. In 1969, she was elected Laurel County Attorney on the Republican ticket, the third woman in Kentucky to attain such a position.

She as born December 18, 1910, to William Allen and Lellis Begley Pennington. She was educated at London city schools and Sue Bennett College, and she was married to Carl Lay in London, October 21, 1933.

She worked as deputy circuit court clerk under her father before entering Jefferson Law School (now the University of Louisville) in 1937. She graduated in 1939 and returned to London to begin her law career.

Along with her private practice, Mrs. Lay was a secretary-treasurer of the London Federal Savings and Loan Association for 25 years. She became Director of that firm in 1970.

Mrs. Lay was a member of the Kentucky and Laurel County Bar Associations, the Laurel County Business and Professional Women's Club, the Joint Planning Committee, and the Laurel County Health Board.

She was very interested in the history of the mountain countries, and was active in various historical societies. She was a past president of the Laurel County Historical Society; a lifetime member and past director of the Executive Committee Kentucky Historical Society; and a lifetime member of the Filson Club in Louisville. She was a member of the First Christian Church here.

She is survived by a sister, Mrs. Sunbeam Hughes, Cave City, KY; and a brother, Leon Burrel Pennington, Frederick, MD. (From the SENTINEL-ECHO, London, KY, 1-28-1982, and included in PENNINGTON PEDIGREES, Vol. 14-1, 1982.)
