James Fleming Taylor, Jr. was the youngest child of James Fleming Taylor, Sr. and Alice Marshall Smith. He was born in Tampa, Florida and lived there his entire life. He was a member of St. Johns Episcopal Church and a former member of Ye Mystic Krewe of Gasparilla, Tampa yacht & Country Club, and past president of the Florida Board of Realtors. Mr. Taylor was Clerk of the Circuit Court of Hillsborough County from 1954-1984.

"Taylor's long reign as the caretaker of country government included introducing computers to the system and skillfully managing the court's growth."

Mr. Taylor married his first wife, and mother of his 3 children, Lillian Dorothy Sigman on September 21, 1943.

He remarried later in life to Ida Eastburn, whom he was married to at the time of his death.
