Wesley was born 2 Jun 1916 in Columbus, Georgia, son of Wesley T. Laney (1872–1968) and Margaret Kirven (1877–1944). He attended the local schools and graduated from Alabama Polytechnic Institute (now Auburn University) in 1938 with a degree in business administration. While at API, Wesley was a member of Scabbard and Blade; interfraternity council; the Auburn swimming team and the International Relations club, and was a member of Phi Delta Theta social fraternity.

On 5 May 1938, Wesley and Mary married in a small, private, civil ceremony in Wetumpka, Alabama. On 8 Oct 1938 they had a more elaborate wedding ceremonjy at the First Baptist Church in Columbus, Georgia; they were the parents of one daughter who survived infancy.

After graduation, he held a responsible position with the Merchants and Mechanics Bank of Columbus. He served in the US Army during World War II and returned to banking after being discharged. Rejoining the US Army in the 1950s, he achieved the rank of Lieutenant Colonel; in early 1960 he was appointed as military attache to the US Embassy in Bogotá, Columbia.

On 11 Jul 1960, LTC Laney was flying with his wife and daughter and 15 others on a US military transport to participate in a national festival in Quito, Ecuador, when the plane flew into the side of the 14,500 ft Pichincha volcano near Quito; there were no survivors.
