Art was born in Willcox, Arizona on 23 August 1918, to Joseph Robert Wootan and Alma (Brown) Wootan. He was the oldest of seven children. He spent his early years on ranches in Arizona, where the family raised Angora goats.

He entered the US Army in 1942 where he served with the Fifth Army in North Africa and Italy. He returned home after World War II and married Odrey Chaney on 12 August 1945, in Eugene, Oregon. They lived in Arizona for a short time, where Art worked for the Arizona State Highway Department. They moved to the Eugene area in 1947 and to Albany in 1955, when Western Kraft started up (now Weyerhaeuser Albany Paper Mill). Art worked at the paper mill until his retirement in 1981.

After retirement, Art and Odrey lived in the Coos Bay/North Bend area where Art enjoyed fishing. In 1990 a final move was made to the Eugene area. He was a member of the NW Steel Headers, St. Mary's in Albany, and St. Mary's in Eugene. He enjoyed fishing, gardening and tracking the Portland Trailblazers.

Services were held on 19 December 2005 at St. Mary Catholic Church in Eugene, Oregon.
