Diamond trader, businessman, banker. He migrated to Canada in 1877. He was married to Helene de Lanaudiere Chaput, June 17, 1882 at Montreal Congregational church. In 1892, he built the Baxter Block, on St-Laurent St. in Montreal, considered to be Canada's first shopping mall. In 1900, he was convicted of defrauding the now defunct Banque Ville Marie and sentenced to five years in jail. He died shortly after his release in 1905.

His wife and daughter, Helene Suzette Baxter (Douglas) Richardson, were survivors of the Titanic. His son Quigg did not survive.
