Joseph was one of the original organizers of the annual Gilbert West End Fair held in 1921. He represented Polk Township from 1921 until his death in 1974. He was Chairman of the Fair until 1966 and continued as a Polk Township Director. Each year he prepared the grounds, cleaning the vast fairgrounds, along with other directors of the 5 Monroe County Townships who run the fair. He also painted the buildings and made vast improvements to the Fairgrounds during his tenure.

The Fair grew bigger and bigger each year. In 1921 the fair was held at Weir Lake. In 1925 the fair committee was able to purchase several acres of woodland just off of Route 209 and about a mile from Wier Lake. The West End Fair officially opened at this new location on the last Wednesday in August 1927. In the beginning they just tied the horses and cows to trees. The pigs were not in stalls, they were displayed in makeshift boxes. There were only a few stands with homemade drinks for refreshments for the fair goers.

At the time of Joseph's death there were four large exhibit buildings, and more than 50 concession stands. It displays, farm animals, farm machinery, exhibits fruits, vegetables, flowers. There are tractor pulls, bands, a large dining room, demolition derby and displays from many local businesses as well. Bring your folding chair, find your spot to place it, enjoy the fair and sit back and enjoy the entertainment. Thank you, Joseph - and thanks to the 20 other farmers who started the fair in 1921.
