Walter was the son of Herbert M. Horne and Ella A. Whitten. He had at least seven children from three marriages.

He first married Miss Adeline Belle Merrill on July 24, 1918 at Alfred, Maine. They resided at Shapleigh, Maine and had one son named Leo. The marriage ended in divorce and five-year-old Leo was adopted by his maternal grandparents. His legal surname was changed to Merrill.

Walter's second marriage was with Miss Thelma Mae Cobb in 1925 at Sanford, Maine. They had two children.
