Neil Carothers III, 81, a consultant to nonprofit organizations, businesses and government agencies and a Republican Party activist, died of pulmonary failure March 6 at Georgetown University Hospital.
Mr. Carothers directed the arts, sciences and humanities program in Richard M. Nixon's 1972 presidential campaign, served in the 1960s as finance chairman of the D.C. Republican Party, and was a former state chairman for the Republican National Finance Committee. He had been active in several presidential campaigns.
A resident of Washington, he was born in Fayetteville, Ark., and grew up in Bethlehem, Pa. He graduated from Princeton University and served in the Navy during World War II. He attended Oxford University as a Rhodes scholar and received bachelor's and master's degrees in economics, philosophy and politics.
In the 1950s, he was an assistant science adviser at the State Department and a special assistant to the director of the National Science Foundation. Later, he was special representative of the International Union for the Preservation of Nature and Natural Resources and the National Academy of Sciences to the countries of South America. Subsequently, he held a variety of business and consulting positions.
He was a member of the Metropolitan Club and the Chevy Chase Club.
His marriage to Mary de Limur Winemann ended in divorce.
Survivors include his wife, Katryna B. Carothers of Washington; two sons from his first marriage, Neil IV, of Northampton, Mass., and Andre, of Berkeley, Calif.; and three stepsons, Jason Herrick of New York, Adam Herrick of Washington and Timothy Herrick of San Diego.
