Mr. Evans served as Mayor of West Plains from 1999 until the time of his death. He had been recognized by the Chamber of Commerence with the Lifetime Achievment Award, and had received the Granvil Vaughan Award in 2010, he was described as West Plains' "biggest cheerleader".
When asked by his grandson what he would do different if he had the opportunity he stated, "I wouldn't change a thing, I have lived the best life I could hope for.".
Joe Paul and Helen were the parents of Dr. Randall Evans, Dr. Susan Barger and Honorable David Evans.
Funeral services were held on Saturday, August 25, 2012, at the West Plains Civic Center.
