Son of John Samuel and Ida E. Duvall Carter, he married Judith L. Smith on March 15, 1959, in Sheldon. She survives.

Also surviving are one son, Joseph (Michelle) Carter Jr.; three daughters, Roseanna (Tony) Sewards, Kimberly (Marty) Hamm and Roxanna (Grant) Hegglund; eight grandchildren; and six great grandchildren.

Four brothers preceded him in death.

He was a dispatcher for the T.P. & W. Railroad for more than 30 years, retiring in 1989.
