From her obituary in the Hot Springs Star, 4 April 1939:

Mrs. Alice J. Mills, 87, the "Betsey Ross" of Fall River County who made the first American flag ever flown in the county, died at the state soldiers' home Sunday.

Mrs. Mills was the widow of Anson Kanah Mills, a Civil War veteran. She came from Oral to the state home on Sept. 4, 1935. She was born at Syracuse, NY, April 2, 1852. Later she moved to Missouri where she was married to Mr. Mills. Mr. and Mrs. Mills moved to near Rapid City with early settlers in 1883 and later moved to Oral where she had made her home since.

During a political campaign in 1888, a republican rally was held near Oral, and Mrs. Mills made a flag for the occasion. This was the first flag flown in the county. The late S.E. Wilson, father of C.A. Wilson, was a candidate for state's attorney, and made a speech at this rally.

Mrs. Mills is survived by five children: V.F. Mills, Hill City; Mrs. Earl Sly, Platte; Mrs. George Burg and Anson K Mills, Oral; and Mrs. Dick Willoughby, Hot Springs.
