Monroe was the son of Frisby Freeland Chew and Maria Angelica Biscoe. He served as a private in Company B, 1st Mississippi Cavalry, Confederate States of America Army. He was paroled at Jackson, MS on 19 May 1865. He married Margaret A. Hester.

Monroe was buried 29 Jan. 1935 in the Confederate section, grave 119-A (modern grave numbering at the cemetery differs). A tombstone was ordered 12 June 1941 from Gantts Quarry, Alabama, according to the record card.

His brother William Lock Chew II died in 1864 at the Battle of Franklin, TN, but is not listed among casualties in the local McGarvock Cemetery there.
