James was the son of Michael J. and Mary A. (Malanefy) Arthur. His father was born in Ireland. His mother was born in Pennsylvania. Prior to the war James was a brakeman for the P.B.& W. Railroad and a shipyard worker, and served one and a half years in the Delaware Militia, obtaining the rank of sergeant. He was serving in France during World War I as a Private with Company K, 113th Infantry when he died of pneumonia at the height of the Influenza Pandemic of 1918. He was interred at Wilmington's Cathedral Cemetery on May 30, 1921.
