The son of Samuel Ledgerwood and Sena Rutherford, his biography is included in the book, "Sketches of Prominent Tennesseans: Containing Biographies and Records of Many of the Families Who Have Attained Prominence in Tennessee," edited by William S. Speer. Ledgerwood was a Union soldier in the Civil War, attaining the rank of captain. After returning home to Knox County, he was later commissioned a second lieutenant in the U.S. Army, serving from 1867-1872. He studied law on his own, and was admitted to the bar in 1873, practicing in Knoxville. In 1874 he was elected to represent Knox County in the Tennessee legislature, and served several terms, eventually being chosen to serve as Speaker of the House (1883-1885).
