The son of John & Maria (Baughman) Bart, he married Mary M. Biehl March 20, 1856, in Littlestown, Adams County, Pennsylvania, and fathered Lydia C. (b. 03/11/57), Sarah Jane (b. 03/29/59), Mary Ellen (b. 06/03/61), Anna Maria (b. @1864), Margaret (b. @1868), William Grant (b. 04/08/70), John B. (b. 11/10/72), and Harvey Elsworth (b. 06/23/76). In 1860, he was a laborer presumably living in Union Township, Adams County, although that township's 1860 census does not exist. He stood 5' 5" tall and had dark hair and gray eyes.

A Civil War veteran, he was drafted in Adams County October 16, 1862, mustered into federal service at Gettysburg that November as a private with Co. E, 165th Pennsylvania Infantry (aka "Drafted Militia"), but promoted to 1st lieutenant December 3, 1862. Hospitalized for alleged heart disease at Yorktowne, Virginia, on July 13, 1863, he honorably discharged with his company July 28, 1863, in Gettysburg. He also enlisted and mustered into federal service at Harrisburg February 6, 1865, as 2nd lieutenant of the second organization of Co. G, 74th Pennsylvania Infantry. Promoted to captain to date March 15, 1865, he honorably discharged with his company August 29, 1865, at Clarksburg, West Virginia.

In 1866, he moved his family to Indiana where he lived principally in Benton County but in 1908 resided in Muncie, Delaware County.
