Rod Allard was born in Spokane, Washington, to the late Frank and Mary Allard. He was a lifelong resident of Spokane. He attended Jefferson Elementary School, Sacajawea Junior High School, Ferris High School, and Spokane Community College.

Mr. Allard was an automotive machinist: he taught classes in that field at Spokane Community College and owned Rod Allard Engine Development, where he built high performance racing engines.

He was survived by his brother Joe and his dogs Roxi and Houdini.
