He received an Appointment as U.S. Postmaster: 27 Feb 1861 for Pond Creek, Scioto Co, Ohio. He passed away on March 22, 1865 in Union City, Ohio having lived a long life of 79 years.

Noel served in the War of 1812 as a Private in Capt David Roop's Com, 1st Regt, OH Militia. A War of 1812 Veteran Marker was approved to be installed in Oct 2016 by the National Society US Daughters of 1812.
