Charles was the eldest child and only son born to John Rodoloph Balla (1801-1873) and Selema Dingelman (1797-1853) Balla. He had one sister, Elizabeth, born circa 1841. He married Mary A. Kemp (born 1835 and died between 1870-1880.) They had four children, John T., Katherine V., Adelaide and Mary E. Balla. Charles later married Julia Riggins Montgarrity but they had no known children. Charles was a tinner.
