He graduated from Maury High School and Virginia Polytechnic Institute, class of 1946 with a degree in Industrial Engineering. He was a Colonel in the United States Army Reserve, Corp of Engineers and helped in the building of a space facility for the Moon shot in Cape Canaveral, Florida.
Col. Hoggard was a Civil Engineer with the City of Norfolk and a City official with the City of Norfolk, Bldg Manager and Zoning Administrator. He was a consultant with the Redevelopment and Housing Authority and was instrumental in securing monies from Congress to build Scope. He later was a real estate broker and was the owner of H.C. Hoggard Co., Inc. He was a former member of the Norfolk Rotary Club and was awarded a Paul Harris Fellow, the Military Order of the World Wars, and was the former Commander of American Legion Post #35.
He was a member of St. Paul's Episcopal Church, was a former Vestryman, Sunday School Superintendant, and a member of the choir. In lieu of flowers, please send a donation in Horatio's honor to his church at 201 St. Paul's Blvd., Norfolk, VA 23510.
Private Funeral Services will be held in Cedar Grove Cemetery, Norfolk, VA. H. D. Oliver Funeral Apts., Norfolk Chapel is handling arrangements.
