She was born October 12, 1908 at Salt Lake City, Utah, a daughter of Charles P. and Minnie Lenora (Christensen) Hilton. She attended Murray High School.
She married Cyrus Hawkins Bailey in Salt Lake City on October 14, 1932. They moved to Downey, Idaho in 1942.
She was employed in a floral shop in Malad and while there, designed a heart wreath that is still encased in glass at the Tomb of the Unknown Soldier in Washington, D.C.
They moved to Arco in 1956, where she owned and operated Verna's Floral shop until 1981.
She was preceded in death by her husband in April 1967 and she is survived by three daughters. Along with many grandchildren and great grandchildren.
Interment will be in the Hillcrest Cemetery in Arco, Idaho.
