A son of Nathan Bower and Adaline Billingsley, he was a grocer in Newcomerstown, having moved there in 1925 from Tippecanoe, Ohio, where he was the postmaster. He married first to Vernia Pauline Cox (1882-1914) and second to Ila Wharton of Freeport and was the father of two daughters and a son. He died at the Coshocton City Hospital of pneumonia.
