Bert was the son of Charles and Mary Stine Smith, and the husband of the former Mabel Coulter, who survived. He was also survived by a daughter, Nora Webber Hutzell, grandson Thomas Webber, 3 step-grandkids, 4 step-great-grandkids and siblings Walter Smith and Gwendolyn Nick.
He was predeceased by his son-in-law, Alfred Webber, in 1983.
Bert had been a member of the Rohrersville Band for 50+ years and was also a member of the Brownsville Church of the Brethren.
He was retired from the Maryland Department of Transportation.
