Elsie was the daughter of Hezeikiah and Susie Spencer Best. She was twice married. Her first husband, Melvin Coulter, died in 1971. Then she married Ralph Moore, who also predeceased her. She was survived by her children Doretha Hanes, S. Marcelle Marshall, Janet Gimberling, Mary Horman and M. Leroy Coulter, 17 grandkids, 34 great-grandkids, 7 great-great-grandkids and siblings Arlie Best and Grace Martin.
Elsie had worked for Price Electric and belonged to the Brownsville Church of the Brethren.
