Robert spent much of his youth with his widowed mother and his Hollenbeck grandparents at Burton, Nebraska, and Excelsior Springs, Missouri. In 1921, at 18, he went to work for a railroad at Norfolk, Nebraska, and continued in this occupation for five years. In search of a better job, Robert started for Oregon with a friend in 1926, traveling the distance in a "Model T" Ford automobile. His brother, Emery, came as far west as California with him. Once in Oregon, Robert went to work in a sawmill in the town of Banks, in Washington County. He didn't care for this work, so a few months later he took a job as a brickmason with the Crown Zellerbach Corporation, a paper products manufacturer, at Oregon City, Oregon. One year later Robert returned to Norfolk, Nebraska, where, on September 22, 1927, he married his sweetheart, Ida Hawk (1907-1978). Afterward the couple settled permanently in Clackamas County, Oregon. Robert retired in 1968, after a 42-year career with Crown Zellerbach.

For many years Robert and Ida Fisher were outdoor enthusiasts. They were active members of several gem and mineral clubs, and frequently participated in rock-hunting expeditions. Robert always carried several of his favorite polished rock treasures in his pocket. He also enjoyed bowling, and often took part in tournaments with his brother, Emery.

In her later years, Ida Fisher's physical infirmities confined her to a wheelchair. She died at 71.

On May 22, 1980, at Reno, Nevada, Robert married his second wife, Lavina (Klingman) Dunwoodie (1915-1996), a longtime resident of West Linn, Oregon, and the widow of Morris Isaac Dunwoodie (1907-1976). The couple lived in Tualatin, Oregon. Lavina died at 81, and is buried in Mountain View Cemetery, Oregon City, Oregon. In his last years, Robert made his home with his daughter and son-in-law, Phyllis and Bud Salzer, at Molalla, Clackamas County, Oregon, where he died at 95. Robert Fisher was a soft-spoken man who was noted for his easy-going spirit and kind manner.
