The daughter of James Wilson Shockley and Julia Ann "Julie" Joiner, Julia married Henry J. Moore in 1927. He was a house painter.

Julia then married Elijah Clyde Henry Black on 27 Nov 1934 in Edwardsville, Illinois. They were the parents of 1 child before their marriage ended.

Julia married Charles Allen "Charlie" McGarrah on 21 Jun 1941 in Huntsville, Schuyler County, Illinois. They also were the parents of 1 son.

Charlie worked as a welder for A. O. Smith Corporation in Granite City, Madison County, Illinois.

In 1948, Julia's 20-year-old son from her first marriage, Charles Moore, was serving as a staff sergeant in the army. Not long after his marriage, he and his wife died in a tragic accidental poisoning in Arizona.

Julia's husband, Charlie, passed away in 1995.

Julia lived until 1999. She died at the Godfrey, Illinois home of her son, (Living) McGarrah, at the age of 89 years, 11 months and 3 days.

In addition to 1 son, Julia was also survived by 2 daughters-in-law; 6 grandchildren and 2 step-grandchildren; 5 great-grandchildren and 6 step-great-grandchildren; 1 great-great-grandchild and 1 step-great-great-grandchild; and 1 brother, Jim Shockley of Florida.

Julia was preceded in death by her husband; her mother and father; 2 sons, Charles Moore and Dale Black; and 1 daughter-in-law, Loretta Moore.

Visitation was held on 31 Mar 1999 at Gray Funeral Home in Wood River, Illinois. Funeral services were conducted there at 10 a.m. the following morning. Julia was buried next to her third husband, Charlie.

The family requested that memorials, if desired, be made to St. Anthony's Hospice.
