Clarence Douglas (C.D.) Wiley, also known by his family as "Pop", was born July 22, 1909 in Minden, Louisiana as the third child of William Benjamin Wiley, Sr. and Nina Sugg Wiley. He died March 1, 1976 in Minden, Louisiana - his lifelong home.

After graduating from Minden High School at 16 years of age, he worked for the City of Minden Light & Water office and at the Webster Parish Tax Assessors Office. He was a civilian employee of the U. S. Navy after the bombing of Pearl Harbor where he helped to reconstuct the damaged records. He served in the U. S. Army from 1943 until the end of World War II under General Mark Clark in the 88th Blue Devils, Infantry, as a Corporal. During his service he marched the entire length of Italy into Austria. He also saw action in Sicily.

He was first married to Lillie Frances Waller James of Haynesville, Louisiana with whom he had two children, Nina Wiley Austin and Joan Wiley Luck. He later married Shara Frances Brown of Minden, Louisiana and with her had 3 children, William Benjamin Wiley, Suzanne Wiley Reeder and Amy Wiley Jason.

After World War II, he returned to Minden and worked for Sheriff O. H. Haynes from 1946 through 1956. He ran for and was elected to Webster Parish Clerk of Court and served in that capacity for 20 years. He was to retire from this office on July 1, 1976 and had already been elected to serve as a Webster Parish Police Juror upon his retirement. He died of a heart attack/stroke before taking office.

He was a lifetime supporter of Minden, the Minden Crimson Tide football team (announcer for many years), Knights of Pythias (held many offices), the Louisiana Clerks of Court Association, and an avid LSU fan.

He never met a stranger, loved life and family, and never missed a chance to go fishing, or tell a good story or joke. He was one of those people, that if you ever met him, you would never forget him. Incredibly wise, funny, loyal, kind and giving.

He was survived by his wife, Shara B. Wiley; children, Nina W. Austin, Joan W. Luck, William Benjamin (Bill) Wiley, Suzanne W. Reeder, and Amy W. Jason; brother, Ben Wiley of New Orleans. He also left behind several grandchildren and 1 great grandchild.
