Born in Campbell, New York on May 13, 1869. In 1880 he and his parents moved to Detroit, Michigan where he continued his education until he became self supporting in 1883 when he started working on the Detroit Railroad. He was admitted to the Illinois bar in 1892 and graduated from the Chicago College of Law in 1893.
He served in the Illinois General Assembly, President of the Board of County Commissioners of Cook County and as Corporate Counsel of the City of Chicago before being elected Illinois Attorney General.
