US Congressman. Served in the US Army during World War I; US Representative from Texas 1933-35; he campaigned as a states'-rights Democrat in opposition to national government extravagance. He called the Eighteenth Amendment "a mistake" and favored its repeal. He was at odds with some of FDR's New Deal programs. Opposed to unemployment relief, refinancing of home mortgages, and others.
