Arthur was the second of three children, all sons, born to George Fowler and Amanda (Garrett) Gilmour in Raritan township of Henderson County, Illinois. On 28 Aug 1901 he married Bertha "Bertie" Still. They stayed in Henderson County for a few years where he farmed (shown on the 1910 census as living between his brother William and his wife's parents). They then moved to Kirkwood, Illinois and back to Oquawka where he died.
He and Bertha had three children, also all sons:
Clyde Clinton (1910-1978), Clifford "Red" (1913-1972) and Ross (1918-1988).
