In his retirement Officer Highley, drove to his ex daughter-in-laws residence whereas an argument ensued over personal matters involving his son, whom has just committed suicide a few weeks earlier over an Internal Affairs Division complaint. Mr. Highley believing that the ex-daughter-in-law caused the investigation and complaint against his son shot her several times. Mr. Highley only left that residence believing that she was now expired as a result of her wounds, and he then committed suicide with his weapon. The ex daughter-in-law did survive this incident.
