U.S. Senator. He graduated from Ohio State University, taught high school and served as a 1st Lieutenant machine gun officer, in the U.S. Army during World War I. After the war, he graduated with a law degree from the University of Chicago in 1922, was admitted to the bar and practiced law in Chicago, Illinois. He was assistant attorney general of Illinois in 1923, returned to Ohio in 1924, was executive secretary to the Governor of Ohio (1924-26) a member of the Public Utilities Commission of Ohio (1927-29) and served as director of commerce of Ohio in 1945. In 1945, he was appointed as a Democrat to the U.S. Senate to fill the vacancy caused by the resignation of Harold H. Burton, serving until 1946. After leaving the Senate, he practiced corporate law until 1957, was director of the Logan Clay Products Company and was president of Motorists Mutual Insurance Company.
